PENGUATAN KOORDINASI LAYANAN KUKM MELALUI PLUT BERBASIS JEJARING DAN DATA: POLICY PAPER BAGI PEMERINTAH KABUPATEN SUMEDANG

Sumedang Regency has a large base of cooperatives and micro, small, and medium enterprises (KUKM), yet their capacity to grow and scale up is not fully supported by integrated service governance. In 2024, about 66,003 SMEs were recorded while 1,758 received training; in 2025, 15,312 micro enterprises received empowerment services, whereas scale-up interventions reached only about 160 units. This policy paper examines the governance problem behind these figures and formulates policy recommendations. The analysis combines a desk review of regional planning, performance and budget documents, a fishbone (Ishikawa) diagram, triangulation of data, regulations and literature, and a weighted multi-criteria analysis with sensitivity testing. Programmes and resources already exist across at least six regional agencies, but they are not yet bound by a process owner, shared data, referral and follow-up mechanisms, or cross-agency outcome indicators. Of four alternatives, a network- and data-based Integrated Business Service Centre (PLUT KUMKM) scored highest (4.30/5) and remained superior under the outcome-oriented scenario.
