This research aims to understand the implementation of Sumedang Regent Regulation No. 180 of 2022 regarding the Application-Based Trade Information System (SINDANG) at the Office of Cooperatives, Micro, Small and Medium Enterprises, Trade, and Industry of Sumedang Regency. The research method employed is qualitative with a descriptive approach. Data were collected through interviews, observations, and documentation to gather information related to policy implementation.

The results indicate that the implementation of SINDANG has commenced but is not yet optimal. The communication dimension reveals clear information dissemination through social media, while human resources are still inadequate, particularly in terms of skills. Employee disposition shows support for the application, although there are challenges in technology adaptation. The bureaucratic structure has been established, but its implementation is hindered by limited facilities.

Identified hindering factors include a lack of understanding of the policy, varying stakeholder support, and the need for resource enhancement. Efforts made to improve implementation include regular socialization, training, and inter-departmental collaboration. This study recommends greater attention from local government in providing resources and facilities to support the successful implementation of SINDANG.

ABSTRACT

THE EFFECT OF WORK DISCIPLINE ON SERVICE QUALITY AT UPTD INPATIENT HEALTH CENTER CONGGEANG
SUMEDANG REGENCY

The purpose of this study was to determine Work Discipline and Service Quality, to determine the relationship between Work Discipline and Service Quality and to determine the magnitude of the influence of Work Discipline on Service Quality at UPTD Inpatient Health Center Conggeang Sumedang Regency. This study uses a descriptive analysis method with a quantitative approach. The variables of this study use variables that will be measured from a free variable of work discipline and a dependent variable of service quality. The population used in this study were all employees at UPTD Inpatient Health Center Conggeang Sumedang Regency, totaling 75 employees and all samples were taken totaling 75 people. The methods used were literature study, field study (questionnaire, observation).

Based on the results of the study, it is known that Work Discipline at the Conggeang Inpatient Health Center UPTD, Sumedang Regency is in the very good criteria with an analysis result of 85.9%. Then for the Quality of Service at the Conggeang Inpatient Health Center UPTD, it is in the very good criteria with an analysis result of 97.0%. From the results of the correlation analysis, a correlation value of 0.811 was obtained, which indicates a positive and significant relationship between Work Discipline and Service Quality at the Conggeang Inpatient Health Center UPTD, Sumedang Regency. From the results of the significance test, a value greater than 11.84> 1.993 was obtained. From the results of the determination coefficient analysis, it is known that Work Discipline at the Conggeang Inpatient Health Center UPTD, Sumedang Regency is influenced by Service Quality by 65.7% while the side of 34.3% is influenced by other factors outside the study (epsilon factor).

E-GOVERNMENT DALAM PELAYANAN KEPENDUDUKAN DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN SUMEDANG

This study discusses the implementation of e-government in population services at the Population and Civil Registration Office of Sumedang Regency through the use of the Tahu Sumedang application. The study aims to understand the extent to which the application of information technology can improve the efficiency of public services and identify inhibiting factors and efforts made in the digitalization process. The research method used is descriptive qualitative with a case study approach. The results of the study indicate that although the Tahu Sumedang application provides easy access to administrative services such as making ID cards, birth certificates, and family cards, its implementation is still constrained by the lack of socialization to the community, limited competent workers, and inefficient verification flows. The competency gap between ASN and non-ASN employees also affects the effectiveness of services. To overcome this, the Disdukcapil has conducted training and system adjustments, although the results have not been optimal. This study recommends increasing human resource capacity and optimizing digital management as strategic steps towards effective and efficient public services.

EFEKTIVITAS PELAYANAN SILASEMEDI PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN SUMEDANG

This study aims to determine the effectiveness of the One-Day Service System (SILASEMEDI) at the Department of Population and Civil Registration of Sumedang Regency, as well as to identify the inhibiting factors and efforts made to overcome them. SILASEMEDI is a public service innovation designed to accelerate the process of population administration through offline, online, and mobile services. This research uses a qualitative approach with data collection techniques including observation, interviews, and documentation. The results of the study indicate that although SILASEMEDI provides convenience and service acceleration for the community, its implementation has not been fully effective. The main obstacles include limited human resources, working hours that are not proportional to the number of applicants, and inadequate network infrastructure, especially in remote areas. Efforts made include adjusting service schedules, utilizing information technology, and strengthening the capacity of civil servants. This study recommends the addition of personnel, improvement of staff competencies, and strengthening of facilities and infrastructure to enhance service effectiveness. Thus, SILASEMEDI can be more optimal in providing fast, accurate, and satisfactory population administration services to the public.

The effectiveness of the Family Development, Population Control, and Family Planning program needs to be evaluated to measure the extent of achievements in family development, population control, and family planning. This research aims to determine the extent to which the BANGGA KENCANA program implemented by the DPPKBP3A of Sumedang Regency has been carried out, particularly in supporting the improvement of family quality of life and community empowerment based on population data and family welfare. This research uses a qualitative approach. The sampling technique used is purposive sampling. The informants in this study include the Head of Advocacy, Information and Movement, the Head of Family Planning, the Financial and Program Subsection Implementer, and Family Planning Counsellors. The data collection techniques used are literature study and field study which consists of observation, interviews, documentation, and triangulation. Meanwhile, the data processing procedures in this study are data collection, data reduction, and drawing conclusions. Based on the research results then in the data analysis, it was concluded that the effectiveness of the BANGGA KENCANA program at the DPPKBP3A of Sumedang Regency has been implemented quite well, but there are some shortcomings. This can be seen from several factors such as the lack of ability of the program implementers, the understanding of the respondents, the satisfaction of the respondents and the understanding of the program content, the community has not realized the importance of the program, and budget constraints. Based on the research, there are several suggestions including strengthening human resource capacity, weather mitigation, facility improvement, and recruitment and training of cadres.

PARTISIPASI MASYARAKAT DALAM MITIGASI BENCANA BANJIR DAN LONGSOR DI KABUPATEN SUMEDANG: LITERATURE REVIEW (2019–2025)

This study aims to systematically review the literature on community participation in flood and landslide disaster mitigation efforts in Sumedang Regency between 2019 and 2025. Using the Systematic Literature Review (SLR) method, six scientific articles were analyzed to explore the forms, effectiveness, and challenges of community involvement in disaster risk reduction. The findings reveal that community participation predominantly occurs during the implementation phase, while participation in decision-making, evaluation, and utilization of outcomes remains limited. Contributing factors include limited disaster literacy, inadequate infrastructure, and insufficient institutional support. Although national regulations such as Law No. 24 of 2007 and Government Regulation No. 21 of 2008 emphasize community engagement in disaster management, practical application at the local level still encounters significant challenges. Strengthening institutional capacity, increasing disaster education, and promoting inclusive collaboration across sectors are essential to fostering meaningful and sustainable community participation

This study aims to examine the implementation of the Integrated DynamicArchival Information System Application (SRIKANDI) policy at theDepartment of Archives and Library of Sumedang Regency, identify theobstacles faced, and explore efforts made to overcome them. A qualitativemethod was used, with data collected through literature studies and fieldresearch, including in-depth interviews, observations, and documentation. Informants included the head of the department, head of the archival division, archival functionaries, and technical staff operating the SRIKANDI application. The findings indicate that SRIKANDI implementation has generally progressedwell in supporting digital archiving. However, challenges remain, such as limited IT infrastructure, lack of comprehensive staff training, and resistance toshifting from manual to digital systems. Integration with the previous archivingsystem is also suboptimal, causing overlapping workflows. To address thesechallenges, the department has improved human resource capacity throughtraining, provided necessary infrastructure, and conducted continuous outreachto promote understanding and commitment to digital transformation. The studyrecommends increasing budget allocation for IT infrastructure, providingequitable training for all staff, developing standard operating procedures(SOPs), and strengthening interdepartmental coordination to ensure moreeffective and sustainable implementation of the SRIKANDI application.

This research aims to examine and analyze the role of the Communication and Information, Cryptography, and Statistics Office of Sumedang Regency in realizing Sumedang Smart Governance, the inhibiting factors, and the efforts to overcome these challenges. The research method used is qualitative, with data collection techniques including literature review, observation, interviews, documentation, and triangulation. Informants were selected using purposive sampling, and data analysis was carried out using the Miles and Huberman model. The results of the study indicate that the role of the Communication and Information, Cryptography, and Statistics Office of Sumedang Regency in realizing Sumedang Smart Governance has been progressing well, reflected in the development of integrated digital services such as Super Apps e-Office, e-Office Desa, Tahu Sumedang, and WAKEPO. The implementation of these programs follows relevant legislation, such as Regional Regulation No. 4 of 2024 on Digital Transformation, Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE), and Law No. 14 of 2008 on Public Information Disclosure. However, several obstacles exist in the implementation, including limitations in human resources in the technology field, inadequate hardware and software infrastructure, suboptimal interoperability between applications, insufficient data security systems, and limited funding. Therefore, improvements are needed in human resource capacity, strengthening technological infrastructure, developing application interoperability standards, and enhancing data security systems to support the sustainability of Sumedang Smart Governance.

This study aims to determine the Evaluation of the Policy for the Protection of Indonesian Migrant Workers (PMI in Sumedang Regency by the Sumedang Regency Manpower and Transmigration Office. The background of this research is based on the problem of Indonesian Migrant Workers (PMI) departing nonprocedurally, complaints of problematic workers abroad, and low public understanding regarding the protection mechanism for Indonesian Migrant Workers (PMI). The research method used in this study is a qualitative approach with a descriptive type of research. The determination of samples/informants in this study was carried out using purposive sampling, namely 4 people. Data collection techniques are carried out through literature studies and field studies through (observation, interviews and documentation) and triangulation. After that, data processing uses data collection, data reduction, data presentation and verification. The results of the study show that the implementation of the Indonesian Migrant Workers (PMI) protection policy by the Sumedang Regency Manpower and Transmigration Office has been running, but it is not optimal. In general, the implementation of the program is in accordance with Law Number 18 of 2017 through verification, briefing, socialization, monitoring, and cross-agency collaboration. However, obstacles are still found such as the lack of direct socialization to the community, budget limitations, and non-procedural departures. On the other hand, this policy has provided benefits in the form of increasing public knowledge and awareness as well as a sense of security for Indonesian Migrant Workers (PMI). The impact evaluation also showed a positive impact through a decrease in the number of complaints and an increase in legal departures. This study suggests that the Sumedang Regency Manpower and Transmigration Office expand the scope of direct socialization to the village community, build an integrated information system across agencies, and strengthen the role of the village government in supporting the implementation of the comprehensive Indonesian Migrant Workers (PMI) protection policy.

This study aims to determine the Management of Archives in Improving Services at the Archives and Library Service of Sumedang Regency. The background of this study is based on the ongoing problems related to the facilities and infrastructure for managing archives, as well as adequate development for employees in improving their abilities and competencies. The research method used in this study is a qualitative approach with a descriptive research type. Determination of samples/informants in this study was carried out using purposive sampling, namely 4 people consisting of the Head of the General Sub-Section, Head of Archives, Archivist Functional Staff 1 and Archivist Functional Staff 2. Data collection techniques were carried out through literature studies and field studies through (observation, interviews and documentation) and triangulation. After that, data processing used data collection, data reduction, data presentation and verification. The results of the study indicate that the implementation of Archives Management in Improving Services at the Archives and Library Service of Sumedang Regency has been running, but has not been optimal. In general, archive management refers to Law Number 43 of 2009 concerning Archives and Guidelines for the Management of Archives Units at State Institutions Number 20 of 2012 from the National Archives of the Republic of Indonesia with a clear work program. However, there are still obstacles such as lack of facilities and infrastructure, budget limitations, and the archive depot space is far from the office location of the Sumedang Regency Archives and Library Service. On the other hand, this management has provided benefits in the form of increased knowledge and awareness to each Regional Apparatus Organization (OPD) of the importance of archives. This study suggests that the Sumedang Regency Archives and Library Service can further intensify socialization, counseling, and technical assistance activities to all Regional Apparatus Organizations (OPD) evenly and sustainably so that awareness and ability to manage archives according to national standards increase as a whole.

The Library Information Chat Service is a digital technology-based service innovation implemented by the Archives and Library Office of Sumedang Regency through the WhatsApp application. This service is designed to facilitate users in obtaining information about various library facilities and services. In striving for the success of the Library Information Chat Service, the quality of service is an essential factor. Therefore, the service must operate effectively and efficiently.This study employs a qualitative method with a descriptive analysis approach. Informants were selected using purposive sampling. Data collection techniques included literature study, field study (observation, interviews, and documentation), and triangulation for data validation. Data processing was carried out through data reduction, data display, and conclusion drawing/verification. Based on the results of the study, it can be concluded that the quality of library services through the Library Information Chat Service is considered fairly good. However, there are weaknesses in the tangible and reliability dimensions, which still require improvement. In particular, there is a need for device adjustments and a dedicated server to ensure the service is better structured, more effectively managed, and supported by system stability and service consistency.

This research aims to determine the effectiveness of the Program Musyawarah
Perencanaan Pembangunan Kecamatan (MusrenbangKec) for preparation of
Rencana Kerja Pemerintah Daerah (RKPD) Kabupaten Sumedang Tahun
2023. The research method used in this research is a qualitative research
method. The informants in this research were Staf Bidang Perencanaan,
Pengendalian, dan Evaluasi Pembangunan Daerah, Kasubag Program dan
Keuangan Kecamatan Sumedang Selatan, and Forum Delegasi Musrenbang
Kota Kulon. The data collection techniques used were literature study and
field study consisting of observation, interviews and documentation. The data
validity techniques used are creativity, transferability, dependability and
confirmability tests. Meanwhile, the data analysis techniques in this research
are data reduction, data presentation, verification and data triangulation.
Based on the research results, it was concluded that the effectiveness of the
effectiveness Program Musrenbang Kecamatan in preparation RKPD
Kabupaten Sumedang Tahun 2023 this can be seen from the consistency and
harmony of program content, suitability of program implementation with
implementation mechanisms, as well as the goals and objectives, impact of
implementation, output policies, outcome policies and benefit policies in
implementing the program Musrenbang Kecamatan include the need for better
coordination between regional and sub-district governments in allocating
budgets, the need for better understanding of all stakeholders in planning
development plans, and the need to be able to prioritize development proposals
that truly constitute a development urgency

This research aims to determine how public service innovation occurs through the silasimedi program in efforts to improve community services in the field of civil registration at the Population and Civil Registration Office of Sumedang Regency, what factors hinder it, and how to address these obstacles. This research uses a qualitative method with descriptive analysis. Informants were selected using purposive sampling technique, including the Secretary of the Office, the Head of the Civil Registration Division, Civil Registration Staff, and Silasimedi Service Staff. Data collection techniques were carried out through literature study, field study (observation, interviews, and documentation), and triangulation. Subsequently, data processing used data collection, data reduction, data display, and conclusion or verification.

The research results conclude that public service innovation through the silasimedi program in an effort to improve community services in the field of population and civil registration at the Sumedang Regency Population and Civil Registration Office has been going quite well. This can be seen from the innovations in products or services, processes, methods, strategies, and systems in its service innovation. There are several obstacles to the silasimedi service innovation, namely the lack of facilities and infrastructure, barriers in network accessibility and distance in outreach services, lack of public awareness about the importance of population documents, insufficient number of staff, and lack of employee training. Meanwhile, efforts are being made to add computer facilities and infrastructure, as well as socialization for the community about the importance of having population documents, and organizing internal training for employees.

Based on the results of this study, it is suggested to add the number of employees during service as there is often a shortage in terms of human resources, as well as socialization in various media, such as social media and also directly to the public.

This study aims to determine how the empowerment of tourism awareness groups by the Sumedang Regency Tourism, Culture, Youth and Sports Office. The research method used in this research is qualitative research method. The technique of determining informants is by purposive sampling technique. With informants, namely the Head of the Tourism Division, Staff of the Tourism and Creative Economy Adyatama Section of Young Experts, Chairperson of the Nyalindung Village Tourism Awareness Group, Chairperson of the Gunturmekar Tourism Awareness Group, Chairperson of the Citengah Village Tourism Awareness Group, Chairperson of the Rancamulya Village Tourism Awareness group. The data collection techniques used were literature studies and field studies consisting of observation, interviews, documentation, and triangulation. The data validity techniques used are credibility, transferability, depenability, and confirmability tests. Data analysis techniques in this study are Data collection, Data Reduction, Data Display and Verification. Based on the results of the study, it is concluded that the Empowerment of Tourism Awareness Groups by the Sumedang Regency Tourism, Culture, Youth and Sports Office has not been running optimally because it has not been comprehensive to tourism awareness groups, especially in policy-making participation and has not been carried out regularly. There are obstacles in empowering tourism awareness groups, namely a work environment that is not fully supportive, low community participation, limited funding and human resources, unclear information, and low skills and understanding of members. Efforts to overcome these obstacles are regional structuring, training, monitoring, coaching, imitation studies, cross-sector cooperation, provision of empowerment facilities.

COLLABORATIVE GOVERNANCE DALAM PROGRAM ONE VILLAGE ONE PRODUCT (OVOP) UNTUK MENINGKATKAN PADes DI KECAMATAN SUMEDANG SELATAN

This research aims to examine the implementation of Collaborative Governance within the OVOP Program, to identify the obstacles encountered, and to explore efforts made to overcome these challenges. The research involved informants from the OVOP Program as well as several stakeholders collaborating with the program, totaling 7 individuals. Data collection techniques included library research and field studies consisting of observation, interviews, and documentation. The data processing procedures in this study involved data reduction, data presentation, verification, and triangulation. The final results show that the implementation of Collaborative Governance within the One Village One Product (OVOP) Program to increase PADes in South Sumedang District can be considered fairly good overall. However, several issues were identified, including problems related to resources, knowledge, limited forums, supporting basic rules for collaboration, and face-to-face dialogue, which remains inadequate due to the lack of scheduled regular meetings among the stakeholders involved in the OVOP program. The obstacles faced include the need to change the mindset of OVOP business actors, ongoing miscommunication among stakeholders, unprofessional administration, inconsistencies between central and local government policies, and leaders who are indifferent and lack innovation, all of which hinder the development of the OVOP Program and the achievement of increased PADes. Efforts to overcome these challenges include changing the mindset of OVOP participants, establishing routine communication among stakeholders, and organizing training and workshops for leaders and stakeholders to foster innovation.

PENGARUH IMPLEMENTASI SISTEM ADMINISTRASI KEPENDUDUKAN (SIAK) TERHADAP KUALITAS PELAYANAN ADMINISTRASI DI KECAMATAN JATINUNGGAL KEBUPATEN SUMEDANG

The purpose of this study was to determine how well the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District, to determine the relationship between the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District, and to determine how much influence the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District. This research uses descriptive analysis with a quantitative approach with non pobability sampling techniques with saturated sampling techniques. The number of samples studied was 35 respondents in Jatinunggal District, Sumedang Regency. The data analysis techniques used include presentation calculation, classical assumption test (data normality), correlation coefficient test with product moment, significant test and determination coefficient test.
Based on the results of the study, it is known that the Implementation of the Population Administration Information System (SIAK) in Jatinunggal District is in very good criteria with a percentage value of 79.66%. Then for the Quality of Administrative Services in Jatinunggal District, amounting to 79.51%. From the results of the correlation analysis, a value of 0.904 was obtained and a significance value of 12,151 ≥ 1.681071 where this value indicates a positive and significant relationship between the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District. From the results of the coefficient of determination analysis, it is known that the variables of the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District, have a positive influence with a percentage value of 81.7% and the remaining 18.3% is influenced by other factors not examined in this model.

This study aims to determine the performance of the implementation

of the Healthy Indonesia Card Program (KIS) in Ujungjaya District,

Sumedang Regency. The research method used in this study is a

qualitative research method. The informant determination technique is

purposive sampling. With informants, namely the District Secretary,

Head of Social Section, Head of Service Section, Social Staff, Service

Staff. The data collection technique used is literature study and field

study consisting of observation, interviews, documentation, and

triangulation. The data validity technique used is credibility,

transferability, dependability, and confirmability tests. While the data

analysis technique in this study is Data Collection, Data Reduction,

Data Display and Verification. Based on the results of the study, it was

concluded that the performance of the implementation of the KIS

Program in Ujungjaya District was not yet optimal. Several problems

found include inaccurate target recipients, limited human resources,

lack of facilities and infrastructure, and weak socialization and

The eradication of extreme poverty is a national development priority
that requires cross-sectoral and collaborative approaches. This study
aims to analyze the implementation of Collaborative Governance in
addressing extreme poverty in Sumedang Regency, using the
theoretical model proposed by Ansell and Gash (2007), which
includes four key dimensions: starting conditions, facilitative
leadership, institutional design, and the collaborative process. A
qualitative descriptive method was employed, with data collected
through interviews, observations, and documentation. The results
indicate that collaboration has been implemented through cross-
sectoral forums and regional programs such as “One Government
Agency, One Assisted Village.” However, several obstacles remain,
including cultural, institutional, and political factors such as lack of
trust among actors, underdeveloped technical regulations, and
limited involvement of non-governmental sectors. Efforts to overcome
these challenges include building trust, drafting collaborative
standard operating procedures (SOPs), cross-sectoral training, and
inclusive political leadership. The study concludes that Collaborative
Governance in Sumedang Regency has shown significant progress
but still requires strengthened regulatory frameworks and broader
multi-sector participation to ensure greater effectiveness and
sustainability.

This study aims to determine the responsiveness of the Population Control, Family Planning, Women's Empowerment, and Child Protection Agency of Sumedang Regency in efforts to reduce stunting rates through stunting discussion activities. The method used in this study is qualitative. This study also highlights the importance of inter-agency coordination and effective monitoring to ensure the success of the stunting reduction program in Sumedang District. The results of the study show that despite significant efforts by the local government, there are still challenges in program implementation that need to be addressed to achieve the expected stunting reduction targets. The recommendations provided by the authors include enhancing the skills of DPPKBP3A staff in Sumedang District, particularly in family accompaniment and child growth monitoring, increasing the availability of adequate and qualified human resources, and improving collaboration among other sectors to ensure more targeted program implementation.

This study aims to analyze the factors influencing employee performance at the Population and Civil Registration Office of Sumedang Regency, with a focus on the impact of work stress caused by low compensation, family problems, and lack of family support. The research uses a qualitative approach with in-depth interviews, observations, and documentation involving four key informants. The results show that low compensation significantly affects employee motivation, which in turn decreases work quality and exacerbates work-related stress. Additionally, family issues, such as tension in relationships with partners or children, and other familial responsibilities, also disrupt employees' concentration and productivity. The lack of family support in handling work-related burdens, both emotionally and practically, worsens the psychological pressure faced by employees. This study suggests several improvement measures, including enhancing organizational support in managing work stress, providing flexible working hours, and raising awareness of the importance of work-life balance

This research aims to determine how the performance of the Integrated Administrative Services Program (PATEN) in Cimalaka District, Sumedang Regency, is functioning. The research method used in this study is qualitative research. The technique for determining informants is purposive sampling, with informants including the Head of Public Services, Administrative Population Information System (SIAK) Operators, E-ID Operators, and Population Database Administrators (ADB). The data collection techniques used include literature study and field study, which consist of observation, interviews, documentation, and triangulation. The data validity techniques used are credibility, transferability, dependability, and confirmability tests. Meanwhile, the data analysis techniques in this study include Data Collection, Data Reduction, Data Display, and Verification. Based on the research results, it was concluded that the Performance of the Integrated Administrative Services Program at the Sub-district (PATEN) in Cimalaka District, Sumedang Regency shows quite good results, although there are several crucial aspects that require further attention. There are obstacles in the implementation of the PATEN Program, namely limitations in information technology mastery, a high workload, lack of supporting facilities, and weak inter-sectoral coordination. This researcher aims to determine the Quality of Police Services at the Sumedang Police Criminal Investigation Unit. The quality of police services provided is handling reports of criminal cases from the public. This research was conducted using a qualitative method. Data collection techniques were carried out through literature studies and field studies which included: observation, interviews, documentation studies, and triangulation. Determination of samples/informants in this study was carried out using purposive sampling, namely 4 people. While the data processing procedure used the Miles and Huberman data analysis model. The final results of the study showed that overall, the quality of police services at the Sumedang Police Criminal Investigation Unit in providing services to the public in terms of tangible, reliability, responsiveness, assurance, and empathy can be said to have been running quite well. When conducting the research, the researcher found problems related to the scattering of important documents in each room that had not been properly arranged. Suggestions from the researcher include optimizing air conditioning facilities in each unit such as air conditioners and fans, providing explanations that are easy for the public to understand regarding the procedures and mechanisms of investigations and investigations that are not state secrets.

This research aims to determine, obtain objective data and information about the implementation of the Disaster Resilient Village (DESTANA) program policy in the field of prevention and preparedness of the Regional Disaster Management Agency (BPBD) of Sumedang Regency.

In this study, researchers used descriptive qualitative research methods. The data collection techniques used were literature study, observation, interviews, and documentation. The technique of determining informants using purposive sampling with the number of research informants as many as 4 people, namely the Secretary of the Agency, the Head of the Prevention and Preparedness Section, and 2 Prevention and Preparedness Section Staff.

The results showed that the implementation of the Disaster Resilient Village (DESTANA) program policy in the Prevention and Preparedness Section of the Sumedang Regency Regional Disaster Management Agency (BPBD) has not fully run optimally. This can be seen from several factors that hinder the implementation of program policies so that they do not run optimally, such as human resources that are still less competent, inadequate facilities and infrastructure, budget costs that are still insufficient, and communities that lack knowledge, understanding, and awareness of disaster hazards.

Thus, it is very necessary to make efforts to minimize the obstacles that have occurred, such as improving the quality of human resources by conducting training and training.

This research discusses the management of rural public transportation at the Sumedang Regency Transportation Office. Which is motivated by several main factors related to the needs of rural communities for adequate access to transportation with good quality. This study aims to understand the extent of rural public transport management in improving the quality of rural public transport services and identifying inhibiting factors and efforts made in the implementation of rural public transport management. The research method used was qualitative with descriptive analysis. Informants were determined using purposive sampling technique. Data collection techniques were carried out through literature studies, field studies (observation, interviews, and documentation) and triangulation. After that, validity techniques are credibility test, transferability test, depenability test, and confirmability test. Then for data processing using data collection, data reduction, data display, and conclusion drawing/verification. The results showed that the management of rural public transport involved various parties in planning, organizing, mobilizing, and monitoring. However, in its implementation, there are obstacles such as limited budget, lack of public interest in using rural public transport, and low awareness of transport entrepreneurs to rejuvenate their fleet. Efforts are made by providing subsidies and free feasibility tests for transportation entrepreneurs.

MANAJEMEN BENCANA DALAM PENDIDIKAN: ANALISIS LITERATUR SISTEMATIS TERHADAP PRAKTIK DI INDONESIA

This research aims to systematically analyze the literature related to disaster management practices in the education sector in Indonesia. Indonesia is one of the countries with a very high level of disaster vulnerability, so disaster education is one of the essential strategies for disaster risk reduction efforts. The method used was a systematic literature review with a qualitative approach, referring to the PRISMA and PICOC methods, by reviewing eight relevant scientific articles published between 2010-2024. The results showed that integrating disaster education into the curriculum, particularly the Merdeka Curriculum, has allowed schools to develop contextualized learning according to local conditions. Sound practices are found at various levels, ranging from early childhood education with a game-based approach to high school with the role of adolescents as agents of change. However, implementation still faces challenges, 1such as limited supporting facilities, teaching modules, and teacher training. Cross-sectoral synergy is needed so that disaster education can run optimally and sustainably. This research recommends that disaster education be positioned as a significant component in developing disaster-resilient education, not just complementing the curriculum.

This study aims to analyze the effectiveness of the Development Planning Deliberation (Musrenbang) policy in the development process in CisaruaDistrict, Sumedang Regency. The research method used is qualitative with a descriptive approach. The focus of the study includes four dimensions of effectiveness based on Budiani's theory, namely program target accuracy, program socialization, program objectives, and program monitoring, as well as inhibiting factors and efforts to improve policy effectiveness based on Fathoni’stheory. The results show that the implementation of Musrenbang in CisaruaDistrict has not been optimal, as indicated by low community participation, lack of socialization, limited access to information, and a mismatch between village proposals and regional development priorities. Furthermore, there is still a lack of clarity in the proposal selection process and inequality of interests among groups. Efforts to enhance policy effectiveness include strengthening the role of the Musrenbang Delegation Forum (FDM), increasing transparency, and providing training and assistance to village communities. The recommendation of this study is the need for improved public education and active community involvement in every stage of the Musrenbang process, as well as strengthened cross-sector coordination to ensure a more inclusive, transparent, and equitable development planning process.

PENGARUH PENERAPAN SIPANTES TERHADAP PENGEMBANGAN KARIR ASN DI BKPSDM KABUPATEN SUMEDANG

This study aims to analyze the impact of implementing the Integrated ASN Information System of Sumedang (SIPANTES) on the career development of State Civil Apparatus (ASN) at the Employee and Human Resource Development Agency (BKPSDM) of Sumedang Regency. This research uses a descriptive analysis method with a quantitative approach, and the type of statistics used is descriptive statistics. The sampling technique employed is nonprobability sampling, specifically saturated sampling, where all members of the population, totaling 43 ASN at BKPSDM Sumedang Regency, were included in the study.

The implementation of SIPANTES is measured through five dimensions: system usage level, user satisfaction, positive attitude towards the system, achievement of system objectives, and financial payoff, with an overall percentage result of 89.58%, categorized as very good. The career development of ASN is measured through career clarity, self-development, and performance improvement, with a result of 84.5%, also categorized as very good. The correlation analysis results show a positive and significant relationship between the implementation of SIPANTES and ASN career development, with a correlation value of 0.628 (strong category). Furthermore, the regression analysis results indicate that the implementation of SIPANTES has a positive and significant effect on ASN career development with a determination coefficient of 39.5%, while the remaining 60.5% is influenced by other factors. Therefore, it can be concluded that the implementation of SIPANTES contributes to the improvement of ASN career development within the BKPSDM of Sumedang Regency.

Regional head elections are an important instrument of local democracy that is fraught with challenges, especially during the campaign period, which is prone to violations. This study examines the strategies employed by the Election Supervisory Agency (Bawaslu) of Sukabumi City in its efforts to prevent violations during the 2024 simultaneous regional elections. A descriptive qualitative approach was used, with data collected through interviews, observation, and documentation. The analysis is based on four dimensions of strategy according to Iman Mulyana, namely objectives, resources, environment, and capabilities. The results of the study show that although various prevention efforts have been implemented, such as socialization of regulations, direct supervision, and inter-agency coordination, their effectiveness is still hampered by limited human resources, low public understanding, and the complexity of the local political environment. The phenomena of money politics and violations of the neutrality of the civil service remain dominant, indicating the need to strengthen technology-based strategies and increase public participation. The recommendations of this study emphasize the importance of collaboration among stakeholders, the use of digital monitoring systems, and more massive political education to strengthen election integrity. With adaptive and participatory strategies, monitoring is expected to be more effective in realizing clean, transparent, and accountable democracy.

This research synthesizes academic literature on measuring the effectiveness of policies and programs, primarily focusing on challenging the dominance of the quantitative (goal-oriented) approach. This traditional method often fails to capture the essential dynamics within complex adaptive systems. The key research question guiding this study is: How can qualitative frameworks, criteria, and dimensions be utilized to assess program success holistically? The study employs an Academic Literature Synthesis to construct a set of credible theoretical frameworks that support the validity and legitimacy of non-quantitative effectiveness measurement. This involves critically analyzing literature that critiques conventional quantitative metrics and discusses the development of qualitative models such as Utilization-Focused Evaluation (U-FE) and Principles-Focused Evaluation (P-FE). The synthesis confirms a necessary paradigm shift, where effectiveness is primarily characterized by Internal Learning (Process Use), Actual Utilization, and Contextual Adaptation. Core qualitative dimensions identified include changes in attitudes/capacity, building trust, and program adaptation to local needs.
