The research method employed is qualitative with a descriptive approach. Data were collected through interviews, observations, and documentation to gather information related to policy implementation.</em></p> <p><em>The results indicate that the implementation of SINDANG has commenced but is not yet optimal. The communication dimension reveals clear information dissemination through social media, while human resources are still inadequate, particularly in terms of skills. Employee disposition shows support for the application, although there are challenges in technology adaptation. The bureaucratic structure has been established, but its implementation is hindered by limited facilities.</em></p> <p><em>Identified hindering factors include a lack of understanding of the policy, varying stakeholder support, and the need for resource enhancement. Efforts made to improve implementation include regular socialization, training, and inter-departmental collaboration. This study uses a descriptive analysis method with a quantitative approach. The variables of this study use variables that will be measured from a free variable of work discipline and a dependent variable of service quality. The population used in this study were all employees at UPTD Inpatient Health Center Conggeang Sumedang Regency, totaling 75 employees and all samples were taken totaling 75 people. The methods used were literature study, field study (questionnaire, observation).</p> <p>Based on the results of the study, it is known that Work Discipline at the Conggeang Inpatient Health Center UPTD, Sumedang Regency is in the very good criteria with an analysis result of 85.9%. Then for the Quality of Service at the Conggeang Inpatient Health Center UPTD, it is in the very good criteria with an analysis result of 97.0%. From the results of the correlation analysis, a correlation value of 0.811 was obtained, which indicates a positive and significant relationship between Work Discipline and Service Quality at the Conggeang Inpatient Health Center UPTD, Sumedang Regency. From the results of the significance test, a value greater than 11.84&gt; 1.993 was obtained. The study aims to understand the extent to which the application of information technology can improve the efficiency of public services and identify inhibiting factors and efforts made in the digitalization process. The research method used is descriptive qualitative with a case study approach. The results of the study indicate that although the Tahu Sumedang application provides easy access to administrative services such as making ID cards, birth certificates, and family cards, its implementation is still constrained by the lack of socialization to the community, limited competent workers, and inefficient verification flows. The competency gap between ASN and non-ASN employees also affects the effectiveness of services. To overcome this, the Disdukcapil has conducted training and system adjustments, although the results have not been optimal. SILASEMEDI is a public service innovation designed to accelerate the process of population administration through offline, online, and mobile services. This research uses a qualitative approach with data collection techniques including observation, interviews, and documentation. The results of the study indicate that although SILASEMEDI provides convenience and service acceleration for the community, its implementation has not been fully effective. The main obstacles include limited human resources, working hours that are not proportional to the number of applicants, and inadequate network infrastructure, especially in remote areas. Efforts made include adjusting service schedules, utilizing information technology, and strengthening the capacity of civil servants. This study recommends the addition of personnel, improvement of staff competencies, and strengthening of facilities and infrastructure to enhance service effectiveness. This research aims to determine the extent to which the BANGGA KENCANA program implemented by the DPPKBP3A of Sumedang Regency has been carried out, particularly in supporting the improvement of family quality of life and community empowerment based on population data and family welfare. This research uses a qualitative approach. The sampling technique used is purposive sampling. The informants in this study include the Head of Advocacy, Information and Movement, the Head of Family Planning, the Financial and Program Subsection Implementer, and Family Planning Counsellors. The data collection techniques used are literature study and field study which consists of observation, interviews, documentation, and triangulation. Meanwhile, the data processing procedures in this study are data collection, data reduction, and drawing conclusions. Based on the research results then in the data analysis, it was concluded that the effectiveness of the BANGGA KENCANA program at the DPPKBP3A of Sumedang Regency has been implemented quite well, but there are some shortcomings. This can be seen from several factors such as the lack of ability of the program implementers, the understanding of the respondents, the satisfaction of the respondents and the understanding of the program content, the community has not realized the importance of the program, and budget constraints. Using the Systematic Literature Review (SLR) method, six scientific articles were analyzed to explore the forms, effectiveness, and challenges of community involvement in disaster risk reduction. The findings reveal that community participation predominantly occurs during the implementation phase, while participation in decision-making, evaluation, and utilization of outcomes remains limited. Contributing factors include limited disaster literacy, inadequate infrastructure, and insufficient institutional support. Although national regulations such as Law No. 24 of 2007 and Government Regulation No. 21 of 2008 emphasize community engagement in disaster management, practical application at the local level still encounters significant challenges. The research method used is qualitative, with data collection techniques including literature review, observation, interviews, documentation, and triangulation. Informants were selected using purposive sampling, and data analysis was carried out using the Miles and Huberman model. The results of the study indicate that the role of the Communication and Information, Cryptography, and Statistics Office of Sumedang Regency in realizing Sumedang Smart Governance has been progressing well, reflected in the development of integrated digital services such as Super Apps e-Office, e-Office Desa, Tahu Sumedang, and WAKEPO. The implementation of these programs follows relevant legislation, such as Regional Regulation No. 4 of 2024 on Digital Transformation, Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE), and Law No. 14 of 2008 on Public Information Disclosure. However, several obstacles exist in the implementation, including limitations in human resources in the technology field, inadequate hardware and software infrastructure, suboptimal interoperability between applications, insufficient data security systems, and limited funding. The background of this research is based on the problem of Indonesian Migrant Workers (PMI) departing nonprocedurally, complaints of problematic workers abroad, and low public understanding regarding the protection mechanism for Indonesian Migrant Workers (PMI). The research method used in this study is a qualitative approach with a descriptive type of research. The determination of samples/informants in this study was carried out using purposive sampling, namely 4 people. Data collection techniques are carried out through literature studies and field studies through (observation, interviews and documentation) and triangulation. After that, data processing uses data collection, data reduction, data presentation and verification. The results of the study show that the implementation of the Indonesian Migrant Workers (PMI) protection policy by the Sumedang Regency Manpower and Transmigration Office has been running, but it is not optimal. In general, the implementation of the program is in accordance with Law Number 18 of 2017 through verification, briefing, socialization, monitoring, and cross-agency collaboration. However, obstacles are still found such as the lack of direct socialization to the community, budget limitations, and non-procedural departures. On the other hand, this policy has provided benefits in the form of increasing public knowledge and awareness as well as a sense of security for Indonesian Migrant Workers (PMI). The impact evaluation also showed a positive impact through a decrease in the number of complaints and an increase in legal departures. The background of this study is based on the ongoing problems related to the facilities and infrastructure for managing archives, as well as adequate development for employees in improving their abilities and competencies. The research method used in this study is a qualitative approach with a descriptive research type. Determination of samples/informants in this study was carried out using purposive sampling, namely 4 people consisting of the Head of the General Sub-Section, Head of Archives, Archivist Functional Staff 1 and Archivist Functional Staff 2. Data collection techniques were carried out through literature studies and field studies through (observation, interviews and documentation) and triangulation. After that, data processing used data collection, data reduction, data presentation and verification. The results of the study indicate that the implementation of Archives Management in Improving Services at the Archives and Library Service of Sumedang Regency has been running, but has not been optimal. In general, archive management refers to Law Number 43 of 2009 concerning Archives and Guidelines for the Management of Archives Units at State Institutions Number 20 of 2012 from the National Archives of the Republic of Indonesia with a clear work program. However, there are still obstacles such as lack of facilities and infrastructure, budget limitations, and the archive depot space is far from the office location of the Sumedang Regency Archives and Library Service. On the other hand, this management has provided benefits in the form of increased knowledge and awareness to each Regional Apparatus Organization (OPD) of the importance of archives. This service is designed to facilitate users in obtaining information about various library facilities and services. In striving for the success of the Library Information Chat Service, the quality of service is an essential factor. Therefore, the service must operate effectively and efficiently.This study employs a qualitative method with a descriptive analysis approach. Informants were selected using purposive sampling. Data collection techniques included literature study, field study (observation, interviews, and documentation), and triangulation for data validation. Data processing was carried out through data reduction, data display, and conclusion drawing/verification. Based on the results of the study, it can be concluded that the quality of library services through the Library Information Chat Service is considered fairly good. However, there are weaknesses in the tangible and reliability dimensions, which still require improvement. However, several issues were identified, including problems related to resources, knowledge, limited forums, supporting basic rules for collaboration, and face-to-face dialogue, which remains inadequate due to the lack of scheduled regular meetings among the stakeholders involved in the OVOP program. The number of samples studied was 35 respondents in Jatinunggal District, Sumedang Regency. The data analysis techniques used include presentation calculation, classical assumption test (data normality), correlation coefficient test with product moment, significant test and determination coefficient test.</em><br /><em>Based on the results of the study, it is known that the Implementation of the Population Administration Information System (SIAK) in Jatinunggal District is in very good criteria with a percentage value of 79.66%. Then for the Quality of Administrative Services in Jatinunggal District, amounting to 79.51%. From the results of the correlation analysis, a value of 0.904 was obtained and a significance value of 12,151 ≥ 1.681071 where this value indicates a positive and significant relationship between the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District. A<br>qualitative descriptive method was employed, with data collected<br>through interviews, observations, and documentation. The results<br>indicate that collaboration has been implemented through cross-<br>sectoral forums and regional programs such as “One Government<br>Agency, One Assisted Village.” However, several obstacles remain,<br>including cultural, institutional, and political factors such as lack of<br>trust among actors, underdeveloped technical regulations, and<br>limited involvement of non-governmental sectors. The results of the study indicate that although the Tahu Sumedang application provides easy access to administrative services such as making ID cards, birth certificates, and family cards, its implementation is still constrained by the lack of socialization to the community, limited competent workers, and inefficient verification flows. The competency gap between ASN and non-ASN employees also affects the effectiveness of services. Indonesia is one of the countries with a very high level of disaster vulnerability, so disaster education is one of the essential strategies for disaster risk reduction efforts. The method used was a systematic literature review with a qualitative approach, referring to the PRISMA and PICOC methods, by reviewing eight relevant scientific articles published between 2010-2024. The results showed that integrating disaster education into the curriculum, particularly the Merdeka Curriculum, has allowed schools to develop contextualized learning according to local conditions. Sound practices are found at various levels, ranging from early childhood education with a game-based approach to high school with the role of adolescents as agents of change. However, implementation still faces challenges, 1such as limited supporting facilities, teaching modules, and teacher training. Cross-sectoral synergy is needed so that disaster education can run optimally and sustainably. The research method used is qualitative with a descriptive approach. The focus of the study includes four dimensions of effectiveness based on </span><span class="s18">Budiani's</span><span class="s18"> theory, namely program target accuracy, program socialization, program objectives, and program monitoring, as well as inhibiting factors and efforts to improve policy effectiveness based on </span><span class="s18">Fathoni’s</span><span class="s18">theory. The results show that the implementation of </span><span class="s18">Musrenbang</span><span class="s18"> in </span><span class="s18">Cisarua</span><span class="s18">District has not been optimal, as indicated by low community participation, lack of socialization, limited access to information, and a mismatch between village proposals and regional development priorities. Furthermore, there is still a lack of clarity in the proposal selection process and inequality of interests among groups. Efforts to enhance policy effectiveness include strengthening the role of the </span><span class="s18">Musrenbang</span><span class="s18"> Delegation Forum (FDM), increasing transparency, and providing training and assistance to village communities. This research uses a descriptive analysis method with a quantitative approach, and the type of statistics used is descriptive statistics. The sampling technique employed is nonprobability sampling, specifically saturated sampling, where all members of the population, totaling 43 ASN at BKPSDM Sumedang Regency, were included in the study.</p> <p>The implementation of SIPANTES is measured through five dimensions: system usage level, user satisfaction, positive attitude towards the system, achievement of system objectives, and financial payoff, with an overall percentage result of 89.58%, categorized as very good. The career development of ASN is measured through career clarity, self-development, and performance improvement, with a result of 84.5%, also categorized as very good. The correlation analysis results show a positive and significant relationship between the implementation of SIPANTES and ASN career development, with a correlation value of 0.628 (strong category). Furthermore, the regression analysis results indicate that the implementation of SIPANTES has a positive and significant effect on ASN career development with a determination coefficient of 39.5%, while the remaining 60.5% is influenced by other factors. This study examines the strategies employed by the Election Supervisory Agency (Bawaslu) of Sukabumi City in its efforts to prevent violations during the 2024 simultaneous regional elections. A descriptive qualitative approach was used, with data collected through interviews, observation, and documentation. The analysis is based on four dimensions of strategy according to Iman Mulyana, namely objectives, resources, environment, and capabilities. The results of the study show that although various prevention efforts have been implemented, such as socialization of regulations, direct supervision, and inter-agency coordination, their effectiveness is still hampered by limited human resources, low public understanding, and the complexity of the local political environment. The phenomena of money politics and violations of the neutrality of the civil service remain dominant, indicating the need to strengthen technology-based strategies and increase public participation. The recommendations of this study emphasize the importance of collaboration among stakeholders, the use of digital monitoring systems, and more massive political education to strengthen election integrity. This traditional method often fails to capture the essential dynamics within complex adaptive systems. The key research question guiding this study is: How can qualitative frameworks, criteria, and dimensions be utilized to assess program success holistically? The study employs an Academic Literature Synthesis to construct a set of credible theoretical frameworks that support the validity and legitimacy of non-quantitative effectiveness measurement. This involves critically analyzing literature that critiques conventional quantitative metrics and discusses the development of qualitative models such as Utilization-Focused Evaluation (U-FE) and Principles-Focused Evaluation (P-FE). The synthesis confirms a necessary paradigm shift, where effectiveness is primarily characterized by Internal Learning (Process Use), Actual Utilization, and Contextual Adaptation. Core qualitative dimensions identified include changes in attitudes/capacity, building trust, and program adaptation to local needs. These findings validate the qualitative approach as a structured and essential evaluation paradigm for complex programs.
