This study aims to determine how good the quality of service is, how high the community satisfaction is and how strong the relationship between service quality and community satisfaction is.</span> <span lang="EN-US">The method used in the preparation of this thesis is this research method using descriptive methods. This research variable uses an independent variable (service quality) and a dependent variable (community satisfaction). The population and sample in this study were people who made Family Cards totaling 60 people. The method used is literature study, field study (observation and questionnaire). Based on the research results that the quality of service is 85.55% (very good). The method used is a literature review with a descriptive qualitative approach. Data were collected from ten scientific articles published between 2013 and 2024. The articles were obtained through a structured search on Google Scholar using keywords such as government and community collaboration, flood preparedness, community participation in disaster mitigation, early warning system, and flood risk management. The findings reveal that flood preparedness across different regions in Indonesia remains uneven. Several areas face challenges due to limited knowledge, weak early warning systems, and lack of community involvement in planning. On the other hand, other regions demonstrate stronger synergy between authorities and residents. The research method used in this writing is descriptive, which aims to describe the condition/symptoms of a particular group and describe certain relationships between one symptom and another. The research locus is in Cihanjuang Village, Sindangpakuon Village, Sindanggalih Village, and Sukadana Village which are located in Cimanggung sub-district, Sumedang regency. Sources and types of data collection, namely using secondary data sources obtained from journals and news portals. The data analysis technique used by the author is qualitative descriptive analysis. Based on the results and discussion, flood disaster management in Cimanggung sub-district, Sumedang regency is quite good. However, in its implementation, it still faces several obstacles. This study uses a descriptive analysis method with a quantitative approach. The type of statistics used is descriptive statistics with a non-probability sampling technique, specifically saturated sampling. The sample consisted of 65 respondents. The analysis includes percentage calculation, normality test, correlation coefficient test, significance test, and determination coefficient test. Based on the results, the implementation of information technology at the Population and Civil Registration Office of Sumedang Regency is categorized as good, with an analysis score of 83.8%. The task efficiency of administrative staff also falls under a very good category, with a score of 83%. The correlation test results show a value of 0.909, indicating a very strong relationship between information technology implementation and task efficiency. The significance test resulted in a t-value greater than the t-table (17.283 ≥ 1.998). The research method used in this study is a qualitative research method. The informant determination technique is purposive sampling. With informants namely the District Head, Head of the General, Personnel, and Asset Subdivision, Head of Public Service Section, Admin Operator, and the Community. The data collection technique used is literature study and field study consisting of observation, interviews, and documentation. The data validity technique used is credibility, transferability, dependability, and confirmability testing. While the data analysis technique in this study is data reduction, data display, data verification, and triangulation. Based on the results of the study, it was concluded that the Implementation of Population Data Element Update Service Information System Program (SIPULEN) in Ganeas District Sumedang Regency is running quite well. Implementation of the SIPULEN Program has weaknesses, particularly in the inconsistency of information dissemination. There are obstacles in the Implementation of the SIPULEN Program, namely the lack of information intensity and limited staff participation. Efforts to overcome these obstacles involve delivering information through various media and increasing staff participation through coaching, regular briefings, motivation, and strengthening service performance. A qualitative descriptive method was employed, using data collection techniques such as observation, interviews, and documentation. The findings reveal that public relations activities have been carried out through information dissemination and communication with the public. However, several challenges remain, including unclear information, limited technological facilities, and underutilized communication media. The main inhibiting factors include inadequate infrastructure, ineffective communication techniques, and unsupportive physical or environmental conditions. To address these issues, the institution has made efforts such as enhancing human resource competencies, improving facilities, and developing more effective communication channels. This study aims to analyze the role of LPMK as a forum or community aspirations in development and a driver of community participation in Talun Village, North Sumedang District, Sumedang Regency using the theory of Sunyoto Usman (2004), which includes 4 main dimensions, namely: the role of LPM as a facilitator, the role of LPM as a mediator, the role of LPM as a motivator and the role of LPM as a dynamicator. The method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The technique for determining research informants is purposive sampling with informants consisting of the Village Head, Village Secretary, Head of Community Empowerment, Head of LPMK, and the community. Data collection techniques include literature studies and field studies through observation, interviews, and documentation. Data processing procedures include data reduction, data display, conclusion drawing/verification, and triangulation. The results of the study showed that LPMK was quite good at encouraging community participation through mentoring, development proposals, program supervision, and coordination with RT, RW, and sub-districts. The obstacles faced included budget limitations and low community understanding of self-reliance. This study aims to analyze the role of the Gunturmekar Village Government in the development of Samalengoh tourism, located in Tanjungkerta Subdistrict, Sumedang Regency. This research employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The focus of the study includes the facilitative, educative, representational, and technical roles carried out by the village government. The findings indicate that the Gunturmekar Village Government plays a significant role in providing basic infrastructure, establishing and mentoring the Tourism Awareness Group (Pokdarwis), and conducting training for the community in tourism management. The government also contributes to tourism promotion and establishes external collaborations with various stakeholders. Challenges identified include budget limitations, suboptimal community participation, and difficulties in attracting investors. In conclusion, the village government's role in each of these dimensions greatly influences the success of Samalengoh tourism development. The implication of this research highlights the need to strengthen collaboration among the village government, local communities, and external partners. The rapid development of globalization has influenced lifestyle changes, especially among younger generations, which has led to a decline in the internalization of Pancasila values. This research aims to analyze the values contained in each principle of Pancasila and their relevance in character building. Data were collected through literature study, observation, and documentation, and analyzed using data reduction, data presentation, and conclusion drawing techniques. The findings indicate that each principle of Pancasila contributes significantly to character formation. The first principle strengthens religious character and tolerance, the second promotes humanity and empathy, the third reinforces unity and nationalism, the fourth develops democratic attitudes, and the fifth emphasizes social justice. These values are essential in addressing moral crises, social conflicts, and inequality in society. The study concludes that Pancasila is not only the foundation of the state but also a moral guideline that can shape individuals into responsible, ethical, and socially aware citizens. Digital transformation in the population administration service sector is expected to improve efficiency, transparency, and public access. However, in practice, various obstacles remain, including system disruptions, limited service information, and the continued occurrence of manual processes following online submissions. The study employs a descriptive qualitative approach using observation, interviews, and documentation techniques. Analysis utilizes Edwards III’s policy implementation model, which encompasses communication, resources, disposition, and bureaucratic structure. The results of the study indicate that policy implementation is underway but has not yet been optimized. The main inhibiting factors include the capacity of the application system, limitations in the public’s digital literacy, and internal coordination that has not yet been fully integrated. Using a qualitative approach and descriptive method, data were collected through observation, in-depth interviews with DPMPTSP officers, and documentation of regulations and internal reports. The findings reveal that although technical infrastructure and human resources are adequate, low digital literacy among MSME applicants and rural communities remains the primary barrier to system effectiveness. Furthermore, user input errors and insufficient guidance have led to administrative malpractices such as duplicated processes and document discrepancies. Although SI ICE Mandiri is designed to enhance transparency and efficiency, without intensive socialization and training interventions, its potential cannot be maximized. This study aims to analyze the partial and simultaneous effects of Smart Civil Servant Effectiveness and Organizational Digital Transformation on Bureaucratic Reform at the Community and Village Empowerment Office (DPMD) of Sumedang Regency. This study employed a quantitative approach with an explanatory associative design. The research population consisted of 75 civil servants at DPMD Sumedang Regency. Questionnaires were distributed to the entire population, of which 60 valid responses were obtained and analyzed. Data were collected using a five-point Likert-scale questionnaire. The analysis included validity and reliability tests, descriptive statistics, classical assumption tests, multiple linear regression, partial tests, a simultaneous test, and the coefficient of determination. The results indicate that Smart Civil Servant Effectiveness has a positive and significant effect on Bureaucratic Reform, with a regression coefficient of 0.412. Organizational Digital Transformation also has a positive and significant effect on Bureaucratic Reform, with a regression coefficient of 0.365. Simultaneously, both independent variables significantly affect Bureaucratic Reform. The coefficient of determination of 0.684 shows that Smart Civil Servant Effectiveness and Organizational Digital Transformation explain 68.4% of the variation in Bureaucratic Reform, while the remaining 31.6% is explained by other variables outside the research model. For the General Election Commission (KPU) of Sumedang Regency, institutional integrity and public service quality are particularly important because public trust is fundamental to credible and democratic electoral administration. This study aims to describe the development of the Integrity Zone at the KPU of Sumedang Regency by measuring users’ perceptions through the Anti-Corruption Perception Survey (SPAK) and the Service Quality Perception Survey (SPKP). The study employed a survey method with a quantitative descriptive approach. Respondents were selected using purposive sampling based on their direct experience with services provided by the KPU of Sumedang Regency. Data were collected from 76 respondents through an online questionnaire using a six-point perception scale and analyzed using descriptive statistics. The scores were subsequently converted into a four-point scale to determine the Anti-Corruption Perception Index (IPAK) and the Service Quality Perception Index (IPKP). The results show that the IPKP reached 3.80, equivalent to 94.95%, and was classified as Excellent (Grade A). The highest-rated service element was the conformity of service fees with established regulations, with a score of 3.87. Meanwhile, the availability of service information, clarity of service requirements, and convenience of facilities or online service systems received the lowest score of 3.75, although they remained in the Excellent category. The IPAK reached 3.85, equivalent to 96.15%, and was also classified as Excellent (Grade A). The absence of illegal charges received the highest score of 3.87, while non-discriminatory services and the absence of unofficial intermediaries received the lowest score of 3.83. The study concludes that the KPU of Sumedang Regency has demonstrated excellent performance in public service quality and corruption prevention. However, unequal infrastructure distribution may reinforce regional disparities when its benefits are concentrated in already-developed areas. This study aims to analyze the influence of infrastructure development on regional economic growth, examine the relationship between infrastructure distribution and interregional economic growth, and identify the factors determining the effectiveness of infrastructure in promoting economic equity. The study employed a literature review method with a qualitative descriptive approach. Secondary data were collected from academic books, national and international journal articles, research reports, and relevant official publications. The selected literature was processed through source verification, information reduction, thematic classification, and comparative synthesis. The data were analyzed using descriptive content analysis to identify similarities, differences, patterns, and research gaps in previous studies. The findings indicate that infrastructure generally promotes regional economic growth by improving connectivity, reducing logistics and transaction costs, attracting investment, supporting local businesses, and increasing access to basic services. Nevertheless, its effects vary according to infrastructure type, network integration, regional economic structure, and local capacity. Equitable infrastructure distribution can reduce regional disparities when development priorities are based on service gaps, geographical conditions, local economic potential, and community needs. The study concludes that infrastructure development does not automatically generate inclusive and equitable growth. Its effectiveness depends on integrated planning, accountable governance, sustainable financing, network connectivity, human resource capacity, community participation, proper maintenance, and environmental sustainability. In this context, farmer groups serve as important institutions for strengthening farmers’ capacity, facilitating access to agricultural resources, and supporting improvements in agricultural productivity. This study aimed to analyze the performance of farmer groups in improving agricultural productivity in Surian District, Sumedang Regency, based on five performance dimensions: productivity, service quality, responsiveness, responsibility, and accountability. The study employed a descriptive approach. Data were collected through observation, interviews, and documentation involving farmer-group administrators and members as well as other parties associated with agricultural activities. The data were processed by organizing, classifying, and interpreting the findings according to the five performance dimensions and subsequently analyzed descriptively. The results showed that the overall performance of farmer groups was relatively good. In terms of productivity, the groups contributed to organizing agricultural activities and utilizing available resources, although access to financing, technology, production facilities, and markets remained limited. Service quality was reflected in the provision of information, assistance, and facilitation, but the clarity, fairness, and timeliness of services still required improvement. Responsiveness was demonstrated through participatory planning, although the handling of urgent needs, particularly fertilizer-related complaints, was not fully optimal. Responsibility was reflected in task implementation and members’ commitment, but a clearer division of duties and more regular evaluation were still required. Accountability was demonstrated through compliance with group procedures, although administrative records, financial reporting, and transparency in the distribution of government assistance needed to be strengthened. The research method used in this study is a qualitative research method, conducted in a natural setting, with an emphasis on meaning rather than generalization. The informants were selected using purposive sampling, consisting of: the Sub-District Secretary, the Head of Public Services Section, Community Member I, and Community Member II. Data collection techniques used include literature review and field studies, consisting of observation, interviews, documentation, and triangulation. Meanwhile, the data processing procedures in this study involve data reduction, data display, and conclusion drawing/verification. Based on the results of the study, it can be concluded that the quality of population administration services in Cimalaka District, Sumedang Regency has been running well. However, in its implementation, several obstacles were still found, such as the limited number of staff, suboptimal service facilities, and the underutilization of information technology. To overcome these obstacles, various efforts have been made, such as improving human resource capacity through training, enhancing facilities and infrastructure, and developing technology-based service systems. This study uses a <br>qualitative approach with a descriptive method. The results of the study show that the implementation of DPRD <br>supervision of social assistance programs in Sumedang Regency has not been <br>running optimally. This is due to several obstacles, including unclear activity <br>standards, weak coordination between institutions, undisciplined activity <br>schedules, and lack of socialization to the public regarding social assistance <br>mechanisms. This study aims to analyze the implementation of public service ethics, identify obstacles in its implementation, and evaluate efforts made to overcome these obstacles in Tanjungsari Subdistrict, Sumedang Regency. This study uses a qualitative approach with a descriptive method. Data analysis techniques are based on the Miles and Huberman model, which includes data reduction, data presentation, and drawing conclusions. Data was collected through in-depth interviews with five informants (the subdistrict head, the subdistrict secretary, public service staff, and two community members), supported by observations and documentation. The results of the study indicate that the implementation of public service ethics has been quite successful, guided by the principles of Equality, Equity, Loyalty, and Responsibility according to Mertins Jr. (2003), which are reflected in fair, non-discriminatory attitudes and the responsibility of public servants toward public service; obstacles in the implementation of ethics stem from personal factors, such as low integrity and lack of understanding of ethics, as well as organizational factors, such as a permissive work culture and weak leadership role models, as explained by Terry L. Cooper (2012); improvement efforts are carried out through ethics training, integrity development, strengthening organizational culture, and ethical leadership. This study aims to examine the implementation of the Urban Infrastructure Development Program in Sumedang Utara District, Sumedang Regency. The research uses a qualitative approach, focusing on the dimensions of designed policy, resources, community participation, and involved actors. Informants were selected through purposive sampling, including the Head of Development and Community Empowerment at the district level, Heads of Development in Kotakaler and Situ Urban Villages, and the Community Empowerment Institution (LPM). Data collection techniques included observation, interviews, documentation, and triangulation. Data validity was tested through credibility, transferability, dependability, and confirmability. Data analysis was carried out through data collection, reduction, display, and verification. The findings indicate that the program implementation has been fairly effective, marked by policy clarity, program relevance, and growing community participation. The support of resources and simple technology further strengthens implementation. However, challenges remain, such as uneven information dissemination, limited understanding of policies, and suboptimal task distribution. This study aims to examine how Collaborative Governance is implemented in managing landslide disasters, particularly in the areas of prevention and preparedness carried out by the Regional Disaster Management Agency (BPBD) of Sumedang Regency. The study also explores the inhibiting factors and efforts made to overcome these obstacles. Informants in this study include various stakeholders involved in the collaboration, such as Basarnas, the Indonesian National Armed Forces (TNI), and the National Police (Polri), as well as other relevant parties. The research method used is qualitative, with data collection techniques including literature study and field research through observation, interviews, and documentation. The data analysis procedure includes data reduction, data presentation, verification, and triangulation. The results show that the implementation of Collaborative Governance in landslide disaster management in Sumedang Regency is generally quite good, although it still faces several challenges, such as limited resources, lack of public knowledge, limited collaboration forums, weaknesses in regulatory support, and suboptimal face-to-face communication and coordination. However, several obstacles were identified in the program's implementation, such as low community participation, lack of outreach, limited resources, and suboptimal communication between the government and the community. Efforts to overcome these barriers included increasing outreach activities, involving the community in the planning and evaluation process, and strengthening inter-agency coordination.</em></p> <p><em>This research include the need for more intensive and sustainable community engagement strategies, increased allocation of resources both human and financial, periodic evaluation of the program’s outcomes, and continuous capacity-building programs for stakeholders involved in PELITA. To overcome this problem, the government through BKKBN developed the Elsimil Application (Electronic Ready for Marriage and Pregnancy) as one of the stunting prevention strategies implemented in various regions, including Paseh District, Sumedang Regency. This study aims to analyze the effectiveness of stunting prevention programs through the Elsimil Application at the Balai Penyuluh KB of Paseh District, Sumedang Regency using the theoretical model from </em><em>Budiani in Indriati (2019: 152-153). The research uses a qualitative descriptive approach with data collection techniques through interviews, observations, and documentation. The results of the study show that the implementation of the program still faces various obstacles, such as a complex application system that often experiences disruptions, a lack of maximum socialization to officers and targets, and weak monitoring in mentoring reporting. Efforts made to overcome these obstacles include increasing understanding through training, improving application systems, and optimizing the role of the Family Assistance Team. The background of this research lies in the lack of socialization conducted by the Tourism Division, the limited resources available, and the suboptimal bureaucratic workflow within the department.</em><em> This research employs a qualitative method with purposive sampling involving four informants from within the Tourism Department. Data collection techniques include field studies and literature studies through observation, interviews, documentation, and triangulation. Data analysis techniques consist of data collection, data reduction, data display, and conclusion drawing and verification. The results show that the policy implementation has been fairly well-executed, particularly in terms of communication and the positive attitude of implementers. However, challenges remain in terms of human resources, facilities, and budget constraints. The bureaucratic structure already has clear SOPs. The main obstacles include insufficient socialization, uneven dissemination of information, varying levels of community support, and imbalanced task distribution due to limited personnel. The implementation of the BPD's supervisory functions is crucial given the dynamic changes in regulations, increasing demands for public accountability, and the complexity of village governance. Therefore, a systematic and participatory supervisory mechanism is needed to ensure that village governance aligns with the principles of good governance. This study employs a qualitative descriptive method with data collection techniques including interviews, observations, and documentation. The research subjects consist of BPD members, village heads, village officials, and community leaders. Data analysis was conducted through data reduction, data presentation, and conclusion drawing to describe the reality of oversight implementation holistically. The research results indicate that BPD oversight implementation encompasses three main dimensions: setting standards, measuring performance, and correcting deviations. However, its implementation has not been optimal due to various obstacles, such as the lack of supervision SOPs, low understanding of program success indicators, weak coordination between BPD and village heads, and minimal documentation of supervision results. Efforts to overcome these obstacles include technical training on supervision, increasing the frequency of deliberations, and strengthening the institutional capacity of the BPD through support from the sub-district and village governments. The development of digitalization in public administration requires every government agency to adopt electronic-based information systems to support transparency, speed, and accuracy in bureaucratic work. This study employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The research subjects were employees of the Sumedang District Prosecutor's Office directly involved in the use of the SIPEDE application. Data analysis was conducted through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the use of the SIPEDE application plays a role in accelerating the document management process, improving work efficiency, and creating a well-organized documentation system. However, there are several challenges, such as insufficient socialization and training, weak periodic evaluations, and the lack of optimal standard operating procedures (SOPs). To address these challenges, the Sumedang District Prosecutor's Office has implemented measures to enhance human resource capacity, conduct regular system evaluations, and strengthen internal policies related to the use of the application. The research method used in this study is qualitative. The technique employed to determine the research subjects is purposive sampling. The research informants consist of 5 individuals, including the Head of the Office, the Secretary of the Office, the General Subsection Head, Personnel Staff, and Office Operators. The data collection techniques used include literature review and field study, which consist of observation, interviews, documentation, and triangulation. The data validity techniques employed are credibility, transferability, dependability, and confirmability. The data processing procedures in this research are data reduction, data display, and conclusion drawing/verification. Based on the research findings, it was concluded that the Analysis of Training and Development of Technology-Based Employees at the Sumedang District Education Office has been implemented quite well overall. There are obstacles in the implementation, resulting in the outcomes of technology-based employee training and development still not being optimal, which impacts the employees' skills that have not significantly improved. The obstacles faced in the implementation of training and development of employees are due to budget limitations that affect the limited training schedule and the inadequate facilities for implementing technology-based employee training and development. This study employs a qualitative descriptive method with data collection techniques including interviews, observations, and documentation. The results of the study indicate that the distribution of BLTDD has been carried out fairly effectively and in accordance with procedures, although there are still some challenges in its implementation. The main obstacles identified include inaccuracies in targeting due to outdated databases, insufficient programme socialisation to the community, delays in fund disbursement due to complex bureaucracy, and suboptimal utilisation of village information systems such as SIPEDE. To overcome these obstacles, the village government has taken several measures, such as updating recipient data through village meetings, improving coordination between agencies, strengthening socialisation, and providing training on the use of supporting applications. This objective is expected to provide an empirical and systematic overview of the effectiveness of the employment social security policy at the village level as well as strategic recommendations for strengthening its implementation.</em></p> <p><em>The method used in this study is a qualitative approach, which aims to gain an in-depth understanding of the implementation of the BPJS Ketenagakerjaan program and how to overcome these obstacles. Through in-depth interviews, observation, and document analysis, this study identified various factors influencing the implementation of the BPJS Ketenagakerjaan program, efforts made to address these challenges, and efforts to overcome obstacles to the implementation of the BPJS Ketenagakerjaan program for village officials in Sumedang Regency.</em></p> <p><em>Based on the research results, it can be concluded that the implementation of the BPJS Ketenagakerjaan program for village officials in Sumedang Regency has not been running optimally. Several major obstacles hinder its effectiveness, such as the high rate of late payment of contributions (late payment of contributions), poor response and service from BPJS Ketenagakerjaan regarding administrative issues, and minimal participation of village officials in outreach and training activities. These factors directly impact the level of compliance and awareness of village officials regarding participation in the social security program, ultimately disrupting the program's sustainability and goal of providing comprehensive social protection.
